Seems it needs to be rebooted after initial instalation and activation to register or connect the device layers. So I just rebooted to clean out the setup temp files and tried running the exe's again and my DVD burner suddenly showed up in the software!

could see no sign of said API layer or pseudo device in device manager. had a further dig in the instalation folder and tried running the executables directly and got same error and in another exe got an error about some strange foriegn sounding driver name (platin-couffin) that looked like a custom API layer for optical drive access. thought great it's been mislabeled as win9x compaitble when it isn't. searched the net and found it was an NT5 and up only DLL used to add new hardware. Upon instalation I too experienced the system alert about not being able to find newdev.dll.
